"similar to the high beams being flicked on" suggests that the grounding (control) wire from the directional stalk may be making an intermiitent, inadvertent connection to chassis somewhere as a function of the engine movement caused by the throttle...I suggest gently probing around with an insulated poking stick (like chop stick from your favorite oriental restaurant)...the square relay is located on the central, upper firewall.
