When I first got this car, a starting propblem I had was due to the choke cables worn bare where the pass through the support bracket of the steering column.

how I found this was the cable at the front carb connection started smoking as I cranked the engine!

Coated the cables with that rubber stuff you use to dip tools handles for better grip.

I agree this headlight flicker seems like a grounding problem of some kind. I'll investigate as you suggest.
