Looping Idle

By "looping," I assume you mean the car revs the engine by itself when it should be idling at a constant RPM.

I think it's doing that because the car's computer is sensing something wrong and is trying to compensate.

Most of the time when my car does that it's because of a split vacuum hose. In fact, I had a high idle problem recently and found a newly-split hose. I couldn't see it initially until I stuck my head into the engine compartment while it was running and heard a hissing sound. I found the leak by gripping my hand around the nearby hoses. The engine runs fine now that the hose is fixed.

Other possible causes for s self-reving engine is a leaking brake booster (also happened to me recently) and a bad O2 sensor. See how it behaves when you replace that sensor; maybe that will solve the problem.
