I would drop the tank, and take it to a radiator shop to get it cleaned out.

I've tried to clean out a tank with a 122 that sat for 18 years, used muriatic acid and rinsed it out 30 or so times (got the big stuff out and looked good from the sending unit hole), but that rust/gunk (fines) still clogged up my filter. I ended up getting another tank.
