new rear shock question? 200

Just recieved new rear shocks for 89 244 boge saccks brand oe my question is
the shocks do not seem to have any lift is this normal ie are they passive?all shocks i have installed over the years have lift you push down new shocks to bottom and they dont rise is this normal since these 240s have coils and trailing arms? shold i call eeurope where i got them and have them replace?any help would be greatly appreacted
