240 Shut off Today While Driving (Part III) Would kicking the car and yelling at it help??? 200 1992

Ok, jumped fuses 4 and 6, changed out relay, and cleaned terminals... Worked when I was jumping the fuses. However, take off the jumper and back to nothing. (even when the terminals are cleaned and the new relay is in place.)

I know the buzzing is coming from the inline pump. So, I am assuming that at least that pump is operational. However, the fact that it doesn't buzz without the jumper is still what confuses me. Could the ECU be bad? Or, would that cause all of this to fail even when the fuses were jumped? Again, any information is greatly appreciated.

Lastly, if I can't seem to pin this down, what are the verdicts on if it is safe to drive while the jumper is on? I would need to get it to my shop which is about 20 minutes away and would rather not deal with a wrecker. Especially since I am about to pay someone to fix my car.
