A/C blower motor- settings 4 & 5 900

I recently replaced the a/c blower motor and have to say it's a great relief. The Atlanta weather hit over 100 degrees this weekend.

The problem is that there's no noticeable difference in fan speed from settings 4 & 5. Fan switch positions 1-3 are very noticeably different. Could the problem be the new blower motor or maybe the switch? On another active post, DEWFPO recommends checking the amperage for the fan switch. Any guidance on how to perform this diagnosis would be great. I've got access to a FLUKE meter.

Also, I feel a vibration under the dash, through the brake pedal above fan setting 3. Noticed the old motor had a clip on the blower cage (probably to balance it). Should have kept it. Any recomendations?
