volvo 240 tail light/cruise control 200 1990

This is my first post but I've been lurking and learning for months...Thanks
I am about to purchase a 1990 240 Wagon. 180K runs, drives Timing belt recently done, a little rough, some hatch rust, some driver door rust.

Owner informs me that neither the cruise control or turn signals work, They Blink inside, sometimes get stuck, But no flashing in the rear. The Guy is selling for cheap 450.00 and doesn't have the time or the desire to play 20 questions with me. He did send me extensive pictures and even videos of the car. I'm going to drive it about 60 miles home tomorrow. Just wondering what I should bring with me as far as parts/tools go. I'm going to attemt to fix it before the drive home, probably in some parking lot somwhere.

Any thoughts on where to check first besides the obvious fuses and bulbs? I'd really appreciate it.
