A/C on in winter off in summer 700 1990

I have put in a new compressor from China, new condenser , and new receiver/dryer in my old R-12 system and charged it up with R134. But an old problem I forgot about has reappeared. The AC turns on in cold weather and sometimes refuses to turn on in hot weather, when it's on it's really on. It is acting as if it were under the control of a demented temperature sensor. Is there such a thing in the 1990 model? Is there some sort of a broken relay that could cause this to happen? Thanks for your time.
