Starting Failure - Wet distributor cap - Now what? 200

I have narrowed down a starting failure to, at a minimum, moisture inside the distributor cap.

Visually arcing paths evident in cap, rust on the rotor shaft, and I felt cold dampness in the indentation under two of the contact points. I loosened the cap and set a lamp on it for an hour and the car started after grinding a few seconds.

This appears to have given me problems in the past. The problem "dried up" while working on diagnostics and it didn't dawn on me that it may be "excessive" moisture in the distributor.

I had replaced the cap a few years back. It looks in good condition now though I'm not sure about the plastic cover underneath the rotor.

So ... if there is condensation inside the distributor cap what can be done about it?
