Buying a '96 960 900 1996

I'm negotiating on a '96 960 sedan. The owner says he "occasionally" has to top off the coolant (don't know if he uses Volvo coolant or not) and has had the system checked for leaks twice, but no leaks have been found. Does this sound like a serious problem? He also says the A/C doesn't work and that the "fan slows down" when you accelerate. Does this sound like the climate control unit? If so, what's the cost of repair and can I do it myself? I've reviewed the FAQ on both these issues and they usually address pre-96 cars so this one should be immune to the porous block issues. Thanks for any help or advice.
