1991 240 after a rain I cant hear fuel sending unit & car wont start 200 1991

Hey seems every time it rains lately, i cant hear the fuel sending when i first turn the key, the engine will turn over, has fire, like its getting no fuel, and starting fluid will get combustion, but until i turn the key and hear the fuel sending unit make its little psssst, sound the car wont start on its on & stay cranked???
is it a relay or something?
We have had a dry hot summer and the last few times its been hot then rained seems my cars act up for a day or 2 after till they "dry out"?
