740 front botom seat belt retractor stuck

I have a stuck bottom front drivers side seat belt retractor and was playing around with it trying to fix it. ( can't pass inspection and in Jersey will get tickets w/o wearing 1). I found 2 weird screws that look like phillips heads but are 3 notched not 4 notched ! What's up with that!

How do I .....what do i use to get opened?

Is there a trick or something to watch out for once opened?
