Engine bay ingition control unit vacume hose? 200

On another thread today I read:

"The box labeled with the blue Volvo sticker is the ignition control unit. Don't unplug the electrical connection unless absolutely necessary. Also, BrickBoard wisdom suggests removing the vacuum hose and plugging the holes."

What is the reason for plugging the vacume hose. What purpose does that vacume hose serve? I recently found one of mine not hooked up but when I connected it to the intake manifold the idle went up. Wondering should I just plug it?
