Overheating? 200 1992

This is a recently purchased 240 with 126K miles. Overheats when sitting at idle for over 7 minutes. Needle Climbs up quickly to just below red. Turn off AC and on Heater, and it goes down(but it was 91 deg here in FL yesterday).

I'm confused about all the Temp. Compensation Board talk. Many recommend removal, but some recommend replacement. What is the designed purpose of this board?

Should I remove and jumper that first, or just replace T-stat, flush and fill with new coolant, make sure electric fan works, clean out fins of Rad(is there anything else I missed?)

Actually, I need to do all that anyway so that I can get the car to a Baseline since I have no service data on it.
