What is this hose? 700 1986

Can someone tell me what this hose is used for? I obviously need to buy a new one and could not find anything about it on the Volvo parts website or my Chilton manual.The idiot mechanic that has worked on it over the years used electrical tape to put the two pieces together instead of just replacing it.

My wife said the car was smoking a bit. When I looked under the hood I saw that oil had leaked over the engine. The oil level is showing about 1" over the maximum line so it doesn't appear to have lost any oil. Could the engine be damaged since not all of the oil was making it through the hose?
