94 965 odometer/trip meter quit - speed sensor or cluster problem? 900 1994

I've got a 94 wagon (965) with 195+ miles and the odometer/trip meter has stopped functioning. The speedometer works and I thought that someone mentioned the speed sensor at the differential. Before the odo/trip meter quit the speedometer was intermittently functioning and has since worked perfectly. Now I'm told that the cluster needs replacing and that I can run up the mileage on a used cluster while it is in hand to be honest and legal about the mileage on our car.
