Help! 240 Electrical (tail lights et alia) 200 1993

First time poster - long time lurker.
I belive I got this problem cornered but it has me finally stumped. Help!

1. Right (passenger side) rear tail lights have no power. Checked harness in trunk. Every other light in trunk is okay.

2. Right front running lights on side no worky and no power.

3. Dash lights no worky (speedometer etc)- possibly unrelated?

4. Fuse #14 good with power in and out (#15 too).

5. When I turn on parking lights the idiot light for "BULB" stays on. When I go one more click over to headlights the Idiot Light stays on but the light on my radio goes off.

I did some checking under the dash for loose wires but didn't see any. Where do I go next? Its not blowing fuses or anything. I suspect the headlight switch but don't have a manual or wiring diagram yet.

help! and thanks in advance

edit: I pulled the instrument panel and have found a white/red wire with an insulated connector just dangling in midair.
