I've just gotten into the habit of driving with my headlights on whenever needed
and not driving with just the running/parking lights on. I cant really think of a situation where running lights alone is any more adventageous than just having my headlights on.
In Missouri our law is headlights 1/2 hour before dusk or whenever you have your wipers on.
