Remote entry/alarm won't enter Programming mode. 900 1996

I have 2 key fobs/remote lock-unlock for '96 960 that quit working. I am familiar with programming them per the owners manual (5 times on and off with the ingnition switch), however when you do this, the red LED never activates and you can't program the car to recognize the remotes. The red LED does work, it blinks when you lock the car up with the key.

The door locks all work with the dash rocker switch or with the key, and the alarm is set by this method, so it can't be a bad door or trunk sensor.

I removed the battery, thinking it might "clear" the remote reciever, but it didn't.

Again, when turning the key on and off 5 times within 10 seconds, and leaving the key "on", the red LED never illuminates and pushing a fob button does not sucessfully program the reciever.

Any experience with this out there??
