NO DASH AND REAR NIGHTIME LIGHTS plus NO GEAR SHIFTER LIGHTS

Everytime I replace the 2 fuses for the gear selector lights and dash lights, they blow again. Any ideas?? this is driving me crazy...can't figure it out. I'm not sure if this is any help but the seat belt light indicator stays on all the time even when seat belts are fastened and it did it I think around about the same time the dash lights and gear selector lights died, but I'm not sure...please any help????????????????????? by the way, it's for a 1991 240
