old style hook and ring seat belt. The flat plate, with the scheathing cover obscure ? 120-130

Internal springs are shot. Opened up a rusty spare, spring is good. I opened it by drilling out the concave rivets. Are these concave rivets readily available, and how hard are they to install. i also noticed there seems to be a spacer ring, I guess I will need that too in order to set the rivets. Anyt other ideas....?
