Quad Round Headlights- troubleshooting low beams 200 1980

There aren't a lot of 240's with the quad round headlights out there, but I'm hoping someone can help me diagnose a problem I'm having. Only some 200's from '78-'80 came this way before going to the quad rectangular beams of '81-'85. It's seemingly simple, but I haven't figured it out yet.

So I've got four headlamps, the two outermost are supposed to light up with the low beams on. Instead, I'm only getting the one on driver's side. For what it's worth, the bulb failure light on the dash lights up too. When the high beams are flipped on, all 4 lamps light as they should.

I have tried a new bulb, of course. I've disconnected, cleaned, and reconnected the high/low beam relay, the red and blue 2-wire coupling on both sides, and the plug for the lamps themselves. I've loosened and retightened the grounding wires, and I've wiggled and jiggled the wiring harnesses that carry the current. Can't find any problems with continuity in the areas near the headlamps. I even dug out the BFWS relay to shake it around too.

Not a flicker from that one low beam.

What should I look for next? I'm pretty novice with a multimeter, but I've got one. I've got the wiring diagram from the Haynes manual and I think I should suspect the blue wire going to the passenger side light. What else? How can I test the BFWS?

PS-Where do you buy dielectric grease? Does it go by another name too?
