What's it worth? Opinions welccome 200 1984

Someone on Craigslist in Minneapolis has a 1984 244 DL for sale. Nothing special, 144K miles, extra set of winter wheels, blue cloth interior. He won't give me a starting price and I am not sure what to offer.
The car has not run for a year, he stated a probable fuel pressure regulator. There is a light bubble of rust near the rear wheel openings. He lives 90 minutes from me, so I haven't gone to see it yet. I know, there may be rust under the carpet, or not. The heater fan??? AC?? He is desperate to sell, his wife wants it out of there, such a nice lawn orniment!

I don't have any space either, but it would be fun to get running again. But, then I would have to sell it. And I don't know what it is worth.

I had thought of offering $250, but that may be too high. Or too low if the bottom is not rusted. I like the wheels.
