84 240 fuel problem

My 84 244 died in traffic the other day. I heard what sounded like "bzzzzzzzzzzzzzzzt" come from the passenger side floorboard, though my stereo was on so i could be wrong about the location. The car turns over and spark is getting to the distributor. The relays don't click and the pumps are silent when the key is on. Got new relays, pumps are less than 2 years old.

I tried jumping fuses 5 and 7. Pumps are working and it sounds like liquid is flowing. Turn the key and the first time it allllmost started. Now the engine just turns over. Whats the next step?
