rear bumber out of whack 200 1989

Hi,

Someone in the family the other day backed into a van in a parking lot. As a result, the passenger side of the aluminum under part of the bumper is pushed in a bit. There are two 'things' (for lack of a better word) that the bumper is bolted to and I think the passenger one is pushed in/compressed. It's a tube with a smaller tube inside. What are those? Yeah I'm not a car expert :) Can it be fixed?
