Kickdown cable 700 1990

Hi
I’m trying to figure out how to adjust this kickdown cable, but I’m not doing too well. I’m having hard shifts after 30 miles per hour. I read previous posts and the faq. I am missing something.

The crimp on the cable is against the orange rubber piece, and the cable is fairly loose that it almost sags. I can pull out about 2 inches of the cable until I finally hear the “click”, but I don’t know how to set the tension. There are the two nuts behind the orange cap. I have tried tightening them and loosening them, but nothing happens. Please explain this to me very simply. I don’t have the money to have someone do this for me, and I would like to do it myself.
