electrical problems 200 1988

no right rear passenger taillight illumination on my 88 240 wagon.. bulb failure light comes on. But the darn assembly is fine.. bulb, socket, ground are all fine back there.... the thing actually lights when the battery is VERY low... Now, the speedometer needle flicks and rocks in time with the directionals! Also, I have pulled fuse #8 (courtesy lamp, glove comp.,clock) due to a battery drain issue traced to that circuit.
Any and all helpful suggestions appreciated.
