Kickdown cable 700 1990

I checked the fluid level. It is fine. I set the kickdown cable like you guys told me, but no matter where I set it, I can always pull out slack to hear the click from the transmission no matter where I position it. When I pull on the cable to the point where there is no click, the crimp on the cable is about 2 inches from the orange rubber cover. Am I supposed to tighten it around the circular part (the throttle?)
