Did you check for voltage where the wire connects to the tail light spade connector? I would assume you did, but there's no mention. If yes, start checking everything in the bulb holder, connections and stuff in the tail light housing. Bend the little connector tabs to make them a little tighter, those inside the socket and the outer ones. If no voltage, see below.
Checking the rest of the circuit:
My 1988 is a 244, but the Volvo Wiring Diagram covers both styles. Looking at the 245 wiring at the tail light, that BN wire goes across to the LH side in a harness that ends near the LH tail light.
From there it is in a large harness that goes all the way to the front, ending in a 6-pin connector that looks to be above the driver's left toe. The harness comes up there behind a galvanized channel cover, and the connector may be just inside that.
Getting to that means peeling back the carpet and pad there, and unscrewing the one little screw holding that channel cover in place. Minor PITA
To identify the connector, here are all the wires to it.
Top row:
Right is #1, Yellow, heated rear window.
Left is #2, Black, LR parking light.
Middle row:
Right is #3, Red, RR parking light.
Left is #4, Blue, Courtesy light.
Bottom row;
Right is #5, Brown, rear wheel sensor (ABS cars)
Left is #6, Blue-black, rear wheel sensor( ABS cars)
You might check for voltage in the brown wire coming into that connector. Disconnect that connector and have the parking lights turned on. If no voltage, I would suspect the bulb failure warning relay.
