89 740 turbo no spark 700 1989

I just bought a 1989 740 turbo sedan, the old owner thought it needed a fuel pump, but the fuel system works fine, from what I can tell the plugs a wet when I turn over. Any way it has no spark, there a black plug ( I belive the hall sensor wiring) that has come out of the distributor and the wiring dosen't look that great, would this effect the spark. Also the timing mark on the pulley is out about 180, but I don't believe this effects spark? do I need to replace the belt and realign the cam and crank marks?
