More Overdrive Solenoid Troubleshooting Questions 200 1990

Have read numerous overdrive relay trouble shooting problems. Car on starting hesitates to go into overdive for 10 or 15 minutes of driving. Have used DC clip on ammeter and checked solenoid ohms. From relay solenoid ohms is about the 13 it should be.

I put the clip on ammeter around the white wire, and there is no amps initially when I start the car for 10 minutes or so. Randomly while driving I hear a click from the relay, see amps jump up to about 1 amp, and the overdrive engages. After that I can engage/disengage the solenoid/overdrive with the shift lever switch.

What drives the solenoid relay? Seems the signal to the relay is the problem?

Anyone had this problem or have any suggestions?
