Gas fumes inside after refueling 240 200

I'll start by stating that gasoline fumes are never present inside or outside of my 1993 240 UNTIL after refueling. I am very careful to not overfill the tank and not to spill a drop of gasoline when refueling. But, the cabin reeks of raw gas fumes every time I refuel. Once on the road, a few minute later and the cabin vent system purges the fumes from the interior. I am careful to reseat the fill cap properly as well. Why and where are these fumes originating? Thanks in advance for any advice on this vexing problem!
