Bulb Failure Sensor affects Low Beams ONLY... 200 1989

...and you said elsewhere that the High Beams didn't flash or anything. I think that rules out the main relay inside, because the High Beam flash voltage comes direct from the battery, and the stalk switch just makes a ground to energize the flasher if the voltage is there.

Try reseating the 2 connectors on the Hi/Lo flasher relay on the left fender rail a couple of times.
