oil in plastic air intake thing 700 1988

help ...the silver Surfer had a new pvc breather stuff put in and while taking in apart I saw lots of oil in the rbbed plastic thing that is before the throttle body.

little hose going into manifold off of flame trap nipple clogged and brittle.

Is that normal?

I cleaned up throttle body and butterfly plate with carb cleaner while still on car. idle prior with clogged hose was 750 now with cleaned hose and components 1000 . It's steady though.
