Headlight Relay Failure? 900

My driver's side headlight will light, but is very dim. The driver's side turn signal also lights, but does not blink and the turn signal makes the fast clicking noise as if it is burned out. Finally, when I switch to my high beams, the fog lights stay on, while only the passenger's side bulb switches over.

Also, the high beam icon on the dashboard illuminates dimly when the headlights are on.
