Vacuum whistle associated with heater operation 200 1988

When I have the heater control in a position to circulate water through the heater core I get a very distinct whistle. Hard to pinpoint the location but it sounds like the center of the dash. This is independent of the blower motor.

The whistle sound is loudest (and most annoying) at steady throttle. Backing off of the accelerator or applying more throttle changes the pitch and diminishes the sound to practically nothing.

Turning the heater control lever off causes the whistle to go away completely. So as winter approaches I can either elect to freeze or slowly lose my mind listening to the whistle....

Anyone have any suggestions?
