Wierd tailight problem 200 1989

I have the light out warning light on in my 240 sedan. Determined the problem was a brake light. I assumed that I had a problem in the passenger side rear tailight so I replace the whole tailight unit with brand new one (not Volvo, but a good quality exact replica made in Estonia). Still have the same problem. Did more investigation and noticed that the brake light works on the passenger side but when you apply the brake it dims and the running light is brighter than the brake light. Did research on the BB and found out you need the white lamp holder on the pass side. Checked it out and it is white and the bulb appears OK. So now where to look to solve the problem?
