All warning lights intermittently coming on at once 200 1980

My 80 240 has six instrument cluster warning lights all intermittently coming on and off at the same time.
However, they only light up to about 1/2 of their full brightness.
Just random timing and will stay on anywhere from a few seconds to a minute or so.

Would this be a faulty ground issue and how would I start to diagnose it?
