Weird tailight problem 200 1989

The tail light/brake light dual filament bulbs have different wattages for each filament. The low wattage is the tail light, high wattage (and brighter) is the brake light. Yours has them backwards.

The bulb holders are made so that putting the 1157 type bulb in backwards is difficult, but it can be done. Check the bulb in the holder and see if it is in wrong.

Sounds to me like that is the only explanation.
