Seth:

There are three primary leaks in the PS system for an 89. The first is the power steering rack ends at the tie rods, check both boots, is either one soaked in oil? If yes, time for a rebuilt rack.

Second option are the power steering hoses running from the pump/reservoir to the PS rack, as they age, they crack and "weep" initially, but eventually will split.

Third, power steering pump gave up the ghost due to bad seals (oiled up drive belt), or too much trash in the pump itself (metal shavings).

Check for leaks on the rack and hoses, if by some miracle they look good, then suspect the pump. The pump is usually the last piece of the PS system to die.
