Squirmy 1989 steering wheel 200 1989

Is this common for the 89? My steering wheel has come loose from it's steel core. When you grip the wheel at the top, you can twist the outer rubber/foam about the frame all across the top and it is very annoying. It is also my understanding that the 89's wheel is unique? I was thinking about slitting it though the back side, glueing it with an undetermined as yet glue, and then wrapping it with a nice leather cover that you stitch on (I have put those on many cars I have owned in the past). Still trying to figure out what would be the best adhesive to use for this. Or, maybe a MOMO or Grant wheel, but that might be too nice for my old beige 244 and look a little funny? Any comments welcome, thanks.
