Shop fixed no start now car stalls (1990 745TI)

My car died last week and after a couple of restarts would not start again. I was able to limp the car off the road by taking the oil filler cap off as I suspected that the PCV system might be blocked. I had the car towed to a garage and asked them to replace the turbo hose (which was very spongy) and the PCV Valve. The shop replaced the hose and checked the PCV system, the flame trap, and throttle body all of which checked out but the car still wouldn't start. They told me that they were only getting 15Lbs of fuel pressure and replaced the main fuel pump, which got the car started. A few blocks from the shop the RPMs dropped down as I stopped for a light and the car stalled. This happened several more times when I took my foot off the gas after accelerating. I took the car back to the shop and asked them to check and see if they could get it running right. The shop couldn't find anything obvious and said that they could keep checking but that they would charge me $90 an hour until they figured it out. I decided to limp it home instead as this car has never had a stalling problem. I changed the spark plugs and looked around for anything obvious but the only thing that I noticed was that the RPMs would drop when the plate on the front of what I think is the power steering pump (under the alternator) would catch and spin. When the plate stops the RPMs return to normal. Can anyone think of what might have changed to cause this stalling problem? Any advice would be greatly appreciated.
