Fault Code 2-3-1, car lacks power and gas mileage is poor 900 1993

Hi,

My 1993 940 Turbo with 122K miles has been experiencing two problems that I notice recently: 1) The gas mileage has decreased from about 24 mpg to 19 mpg and the engine doesn’t feel like it is ever getting enough fuel(although it never dies!). It has a hard time climbing up a hill and lacks power overall.

Tonight I tried the OBD computer and it came up with the fault code 2-3-1. Engine is running lean

I can’t understand why the “Check Engine lamp” does not come on?

Is the oxygen sensor bad?

Should I replace the fuel filter?

Are the fuel pumps starting to wear out?

I’ve already replaced the fuel pressure regulator and it helped a little
