Consumer Assistance Program 700

Hello All, I have a 92 745 w/ 227K. I just had some work done under the CAP service for failed emissions (high no and co). Turns out the timing belt was off 1 tooth and the egr solenoid was not functioning. Now I am just a few points over on hc's @ 25mph test. Gold shield shop says the cat is crap and needs another one $300.00 installed. On top of the $500.00 the state paid for in repairs as well as my original $100.00 for diagnostic. Not to mention the extra $101.50 for costs over my $500.00 state repair fund. I wonder why I did not change the belt before I brought it in. It seems that it ate up quite a bit of CAP funds to repair this, before the shop could proceed in further work on the car. Hey I am not knocking it as I got work completed at a discounted price. I was told by the head of the shop that after all work was completed, w/ cat not replaced the exhaust numbers for hydrocarbons were up higher when read after the cat then before the cat. THat seemed bad enough then he said the cat was a two way not a three way go figure.
