How do you get stubborn water spots off glass/mirror? 200

When I say stubborn, I mean I've tried rubbing glass with water, Windex, and even WD-40. I'm just coming around to addressing an issue that I've been meaning to address. My car's passenger-side front and rear windows plus the side mirror have terrible water spots that look like the previous owner had wash his car but then forgot to rinse so that the water or suds got baked onto the glass over time. At night it makes the side mirror almost useless. The passenger-side mirror has a bluish tint with a small round mirror. Short of buying a new side mirror, is there anything I can do to rid the spots?

Bonus question: Did all 240 models come with blue-tinted pass-side mirror?
