The Fuel Injection system -- that's the only thing fed from the 25A fuse on your car
(on '89-'91 it also feeds the Ignition CU).

It sounds like turning the ignition switch OFF is not killing the ignition. The loss of timing pulses from the ignition is what normally shuts down the FI system.
