Intermittant brake drag, premature brake failure on 740 700 1990

Are you saying that BOTH front brake pad sets wear out evenly in 8-10 K miles? If so then I'd agree it's probably a pad quality issue. The dragging sound could be the brake line problem based on what you've allready done although check that the pads are firmly anchored/glued to the caliper. One bad line would cause uneven pad wear and pulling to one side. You may even be able to feel a difference in wheel temp after driving. Very unusual to have both front lines go bad at the same time.
