'89 245 stalled - throttle switch? 200 1989

I realy need some help here from anyone close to Chandler, Arizona area. My '89 245 stalled while got off freeway over the weekend and my emission test is due this Friday. Here are the things I tried,

Jump won't start it and sparks seem ok (checked with timing light while cranking it).

The diagnostic fucntion 1 shown no fault. Function 2 shows the throttle switch is not normal (LED flashes rapidly) and function 3 may indicate cold start valve is not right (not sure, since it only click once when running this test).

On the throttle switch test, I did not hear the click sound when the throttle is opened up. Dealer told me the intake manifold needs cleaning a couple of years ago. Could this situation got worse and cause the throttle completely stuck and no-start on the car?

I was going to take the throttle body off and clean it. Anyone know this may help or not?

Is there any good Volvo shop arround can help? Again, the car is not moving at all.
