idle speed question? 700 1990

Hi guys! having taken my car to several mechanics this year for different problems I have noticed that my idle speed seems different. Before at cold start it would idle at 1500rpm and gradually settle at 750rpms. Now, at cold start it will idle at about 1000rpms and decrease to 9000rpm. Is this normal? did some mechanic set the speed wrong? I have no driving problems but just hope it's set correctly.
